DOST-Northern Samar Reports its Interventions for GIDA and ELCAC Barangays

DOST-8 through the Provincial Science and Technology Center (PSTC) – Northern Samar participated in the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) Meeting held at TESDA Northern Samar Provincial Office on January 27, 2022. The different interventions of DOST-Northern Samar for Barangay Development Program (BDP) were presented to the priority barangays of Brgy. Calantiao, Bobon and Brgy. Quezon, Catarman which are identified as Geographically Isolated and Disadvantaged Areas (GIDA) and priority for program End Local Communist Armed Conflict (ELCAC). 

With the continued government efforts that are primarily aimed to empower the two (2) identified barangays with other NGAs, DOST infuses interventions through human resource development, health and nutrition, disaster risk reduction management, environmental protection and conservation, and livelihood through Community Empowerment thru Science and Technology (CEST). DOST-8 aims to provide water purification system as one of the interventions for health and nutrition particularly to solve problem on safe drinking water and help solve prevalence of water borne diseases reported in the barangays.

DOST 8 Turns Over P1.0M CEST Financial Assistance to LGU Gamay, Northern Samar

Last September 21, 2021, DOST 8 assisted by its Provincial S&T Center in Northern Samar conducted the Ceremonial Turnover of Community Empowerment thru S & T (CEST) Project Fund worth PhP1,000,000.00 to the Local Government Unit Gamay, Northern Samar. 

The project entitled, "Science, Technology and Innovation-Based Interventions for the Socio-Economic Development of the Municipality of Gamay, Northern Samar", is designed mainly for the establishment of a virgin coconut oil (VCO) processing facility and the deployment of Science and Technology Academic Research-Based Openly Operated Kiosks (STARBOOKS) unit, all for the betterment of Gamay, Northern Samar.

DOST 8 through No. Samar PSTC Conducts CLCP with Gender Conscientization in Biri, Northern Samar

DOST 8 through the Northern Samar Provincial Science and Technology Center, in coordination with the Local Government Unit of Biri, Northern Samar, conducted Community Life Competence Process with Gender Sensitivity Session and Seminar on Disaster Risk Reduction and Management at Biri Municipal Covered Court, Biri, Northern Samar last September 21-22, 2021. 

The CLCP is an activity that the DOST conducts on site to obtain data on the priority needs of the community. Scientific and technological needs identified by the community include Eco-friendly Septic System, Plastic Styro-densifier, and STARBOOKS. 

The CLCP was conducted by Dr. Evelyn B. Tablante, Head of Training and Consultancy Services of the DOST VIII. Mr. Aivan Lloyd Calonia conducted the Gender Sensitivity Session. Mr. Raymund Xavier C. Naboya presented the programs and services of the DOST. Mr. Lito Araojo served as the resource speaker during the seminar on DRRM. Engr. Anorly R. Narca delivered the closing remarks.

PEDIPO’S Mid-Year Assessment and Planning Workshop Features DOST Programs and Services

The DOST Northern Samar was one of the two provincial government agencies invited by the newly established Provincial Economic Development and Investment Promotions Office (PEDIPO) to present programs and services during its Mid-Year Assessment and Planning Workshop on September 1-3, 2021 at San Roque, Northern Samar. 

The Department of Trade and Industry (DTI) representatives, Micro, Small, and Medium Enterprise (MSME) owners, and the Association of Northern Samar Producers (ANSP) of which some members are SETUP cooperators participated in the said activity that aimed to assess the accomplishments and shortcomings of the PEDIPO during the first semester of the year. 

Part of the DOST 8’s intervention is to assist in the shelf-life testing analyses of products of 10 MSMEs which will be funded by the PEDIPO. In addition, the DOST will provide nutritional analysis of the respective products of the MSMEs. DOST 8 will also assist in acquiring License to Operate (LTO) required by the Food and Drug Administration. In acquiring this, it also helps expand the market of these products. Setting up plans and activities for the PEDIPO were engaged by the stakeholders and participants for the remaining months of the year. 

The Strengths, Weaknesses, Opportunities, and Threats (SWOT) Analysis was also conducted in the activity which helped identify the external factors that could give or hinder the opportunities for the PEDIPO and its stakeholders. DOST 8 Northern Samar PSTC grants assistance for BOBON community project

The Department of Science and Technology (DOST), through its Grants-in-Aid {GIA) Program continues to implement the "Community Empowerment through Science & Technology (CEST) Project for Bobon, Northern Samar", CEST project is a battery of technological interventions targeted to spur livelihood and economic activities of the community to effect immediate and significant impact in poverty alleviation.

The project is not a stand-alone involvement but complements the development initiatives of other government institutions like DAR, DA. NIA, UEP, DOLE. DTI, other government and non-government organizations.

Project implementation will involve the adoption of DOST-PCAARRD technologies on goat and native chicken production. Goat is one of the most important animals raised for meat purposes by rural households in Brgy. Salvacion, Bobon, Northern Samar, as an off-shoot of the goat dispersal program of the Department of Agriculture.

Its production could be considered as a sunrise industry that is slowly gaining favor among investors. This small ruminant has been described as a poor man's cow because of its immense contribution to the poor man's economy. Being small-sized animals, goats can easily be managed by women and children.

Feeding, milking and care of goats do not require much equipment and hard work. Also. marginal farmers of the community raised native chickens to supply their families with eggs and occasionally for meat consumption, for barter or for sale and these are claimed to be more tastier and savory than those of commercial breeds.

In totality, this CEST. Phase II project aims to supplement the Establishment of Native Chicken and Chevon Production Center in Brgy. Salvacion and a Common Service Facility (CSF) for Rice Milling intended for the upstream barangays of Bobon, Northern Samar to be located in Brgy.Acereda. Smooth operation of these facilities by the barangays of Salvacion and Acereda as project beneficiaries is highly expected to promote entrepreneurship that will curb poverty and ensure food sufficiency in the remote areas of the municipality of Bobon, Northern Samar.
